It is managed by a governing council chaired by the president. It was created in 1964 to build capacity for sustainable development in Africa. It operates through four regional institutes and has diplomatic status in countries where it is located. Through these institutes, IPAID work with governments, non governmental organizations, the civil society and communities in both English and French speaking African countries.

Established in 1969, PAID-WA's activities cover all the English speaking West African countries in particular, and Africa in general. Situated in pleasant surroundings on the slope of Mr. Cameroon in Buea, South West Province, Cameroon and at an altitude of 900 meters above sea level.
