In 1989, COPE met and created a forum to: i) Lobby in areas of national concern to the environmental movement. ii) Facilitate external relations, and also liaison between environmental NGOs, CBOs and the Government of Trinidad and Tobago, and iii) Support the efforts of the local environmental movement. At the same time it was recognized that none of these purposes or activities of the Council of Presidents of the Environment (COPE) would exclude the right of separate action by its member NGOs and CBOs. Recognizing that the COPE experience to date has shown that clarity of purpose and simplicity of form would serve our objectives better than a rigidity of structure, this Charter is intended to support the foregoing and following objectives and to provide rules for operation. |
